Workforce Housing Utility Infrastructure

Klamath Falls faces significant workforce housing challenges. Despite economic growth, the availability of affordable and attainable housing has not kept pace. Over the last 20 years, the local housing market has struggled to meet the growing demand, making it difficult for employers to attract and retain workers due to the lack of suitable housing.

To address this, the City of Klamath Falls is requesting funding to construct water infrastructure necessary for affordable workforce housing development. West of Orindale Road, dozens of acres of residentially zoned land remain undeveloped. The proposed subdivision envisions approximately 400 housing units, developed in multiple phases. However, discussions with developers have identified high water infrastructure costs as a key barrier to maintaining affordability.

Funding would support the construction of 4,000 linear feet of city water infrastructure, creating new access to the City’s water system. The subdivision will connect to Orindale Road via two new access points, Balsam Drive via one access point, and to Green Acres Subdivision through Primrose Lane (east) and Briarwood Lane (north).

By securing this funding, Klamath Falls can unlock new housing opportunities, ensuring long-term affordability, economic growth, and workforce stability.
