Complete and submit the included Bid Booklet with the accompanying documentation. Sealed Bids will be opened and read publicly at the City of Klamath Falls Council Chambers, 500 Klamath Ave., Klamath Falls, OR 97601 at 2:00 P.M. PST on 12/12/2019 for the above referenced Project. Bids must be submitted to Nickole Barrington, City Recorder at the same address prior to 2:00 P.M. PST on the above date. Subcontractor Disclosure forms must be submitted prior to 4:00 P.M. PST on the same date.

A Non-Mandatory Pre-Bid meeting will be held 12/3/2019 at 2:00 P.M. PST in the City of Klamath Falls Council Chambers, 500 Klamath Ave., Klamath Falls, OR 97601. All questions regarding the Plans and Specifications must be submitted to Andrew Lakey, P.E., in written form through email at , on or before 12:00 P.M. 12/6/2019 by registered plan
holders only. If in the judgement of the Engineer, additional information or interpretation is necessary such information will be supplied in the form of an Addendum only plan holders who are listed on the City’s plan holders list will be notified by email of the Addendum.

Award of Contract will not be final until the later of: 1) City Council Contract Award, or 2) the City of Klamath Falls provides a written response to each timely protest, denying the protest and affirming the Award. On all Projects, Work performed by the Contractor’s own organization must be at least 30% of the awarded Contract Amount. Plans and Specifications will be available online only at the City’s website: beginning 11/25/2019. Written or verbal questions by plan holder’s Subcontractors who are not on the plan holders list will not be addressed. The Project will be a public improvement Project subject to ORS 279C.800 to 279C.870, Prevailing Wage Rates. A copy of the rates may be obtained at the website: 

ENGINEERS ESTIMATE RANGE: $750,000 to $785,000 Dayton/Derby/Frieda Waterline 

Replacement Project: Work shall include, but not necessarily be limited to: Construction of 8 inch potable waterline, tunneling/boring and jacking, construction of potable water services and fire hydrant connections, adjustment of existing sanitary sewer laterals, cold plane pavement removal, and asphaltic concrete paving.

Bidders must identify whether they are a Resident Bidder as defined in ORS 279A.120 (Preference for Oregon goods and services).

The City of Klamath Falls may not receive or consider a Bid for a public improvement Contract unless the Bidder is licensed by the Oregon Construction Contractors Board. Contractors or Subcontractors working with asbestos cement Materials must be licensed according to
ORS 468A.720 (Qualifications for license)

The City of Klamath Falls may reject any Bid that does not comply with prescribed public contracting procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375 (Award and execution of Contract) (3)(b), and that the contracting agency may reject for good cause all Bids after finding that doing so is in the public interest.
